02 / CQC REGISTRATION REQUIREMENTS

What CQC needs.
Before you apply.

For a new domiciliary care provider applying for Personal care in England. Additional activities or specialist services can require further evidence.

Register the right service and people

You must be registered before providing a regulated activity. Submit the provider application and additional personal care form, plus a Registered Manager application where required. Organisations and partnerships need a registered manager; an individual provider needs one if they will not manage the activity themselves.

Your people must demonstrate the relevant experience, knowledge and suitability, with applicable DBS checks and accurate employment history. Your service model, premises and documents must be consistent and ready for CQC assessment.

DOMICILIARY CARE DOCUMENTS

Evidence specific to your service

  1. Business plan and financial forecast
  2. Evidence of legal occupancy
  3. Service user guides
  4. Staff training plan
  5. Additional form for personal care providers

Domiciliary care agencies are exempt from the separate financial viability statement. The business plan and financial forecast are still required.

Where your service is specialist

Services for autistic people and people with a learning disability also need positive behaviour support and restraint policies, plus the relevant additional application form. Include evidence for any other regulated activities you apply for.

Keep ready for assessment

CQC may request care plans and contracts, staffing structures and rotas, risk assessments and further policies, such as duty of candour, whistleblowing, person-centred care, reportable incidents and risk management. Keep these ready; do not send unrequested documents with the application.

What will we do?

  • Provider and applicable Registered Manager applications
  • Statement of Purpose and initial registration policies
  • Preparation checklist and coordination through your application manager
  • Business plan, operational policy service or interview preparation when selected
  • Draft reviews, agreed amendments and subsequent CQC-query support

What we need from you?

  • Accurate business details, proposed care model and service user information
  • Manager CV, employment history, qualifications and applicable DBS evidence
  • Relevant premises, legal occupancy and other source evidence
  • Suitable existing documents and information needed for your training plan and service user guides
  • Timely answers, decisions and approval of the drafts
How does this relate to CQC’s supporting documents?

CQC’s domiciliary care checklist includes a business plan and financial forecast, evidence of legal occupancy, service user guides and a staff training plan, alongside the documents all providers must send. Domiciliary care providers also complete the additional personal care form.

We identify the applicable checklist and agree preparation responsibilities. Your care model and any additional activities may require further evidence.

What should I know about policies and ongoing support?

The policy service is a separate subscription alongside your one-off preparation fee. Initial CQC registration policies are included in Registration, even without a portal subscription. Complete has a 12-month minimum term and Ultimate a 24-month minimum term. Both continue monthly at the same rate after that term until cancelled. Confirm portal access, update arrangements, cancellation notice and access after cancellation in your written agreement before payment.

Every registration package includes WhatsApp support, a dedicated application manager, video consultation anytime, responses to all CQC queries and an end-to-end registration service. The ongoing operational policy subscription and optional interview Q&A with a preparatory call remain separately selectable.

BUILD YOUR OWN PACKAGE

Would you prefer a custom combination?

Select any of these services. The same individual service prices apply, with no additional custom-package fee. Select the exact Plus, Complete or Ultimate combination to receive its package discount automatically.

Already have a business plan or ongoing policy service, or obtaining them elsewhere? Leave those extras out. Initial registration policies are included when you select Registration. Any documents required for your application are still needed, even when you do not buy them from us. Interview preparation remains optional.

Your basket uses the same item prices, eligible package discount and first-month subscription arrangement. Online payment remains unavailable until Stripe is connected and tested.

When should you arrange your operational policies?

Arrange your operational policies well before your CQC interview, so you and your Registered Manager have time to read the relevant documents, familiarise yourselves with them and understand how they apply to your service.

Registration includes your initial CQC registration policies. The separate Policy Management Portal subscription provides access to the wider operational library and ongoing updates. You can also arrange suitable operational policies elsewhere.
